The Covid-19 pandemic had a significant impact on the United States, affecting public health and the economy. In response, Con-gress swiftly passed the Families First Coro-navirus Response Act (FFCRA) in March 2020, safeguarding Medicaid coverage during these uncertain times. However, the Consolidated Appropriations Act (CAA) of 2023, signed into law on December 29, 2022, has introduced changes to Medicaid eligibility, raising concerns for millions of Americans.
Under the CAA, Congress ended continuous enrollment in Medicaid on March 31, 2023, irrespective of the ongoing public health emergency. Additionally, the CAA will grad-ually reduce federal Medicaid funds by December 2023. These changes have had a significant impact on Medicaid enrollment, which saw a surge due to the continuous enrollment provision during the pandemic.
